It has come to the attention of The Standard Club that there has been an increase in the number of vessels subjected to fines by local 'Maritime Safety Administration' (MSA) authorities. These fines are ostensibly levied for the alleged discharge of sewage/garbage in Bohai Bay, China.

It has come to the attention of The Standard Club that there has been an increase in the number of vessels subjected to fines by local 'Maritime Safety Administration' (MSA) authorities. These fines are ostensibly levied for the alleged discharge of sewage/garbage in Bohai Bay, China.

In the majority of cases vessels came to the attention of the MSA, after routine port state control checks revealed that the vessel had discharged garbage/sewage in Bohai Bay. Bohai Bay is regarded by the MSA as an inland sea and as such discharges of garbage/sewage in this area are in contravention of the ‘Marine Environment Protection Law of the People’s Republic of China’. Fines imposed in relation to this issue have ranged between RMB 20,000 to RMB 2,000,000 dependant on the extent of the violation.
