Web Alert: Canadian Carrier Code Regime Update

Canada Border Services Agency  (CBSA) has introduced new requirements for carriers calling at Canadian ports. Unique four digit carrier codes are used by the CBSA to identify carriers engaged in the transportation of goods into Canada.  The CBSA implemented an eManifest initiative from 1 April 2011 which requires carriers in all modes of transportation to electronically transmit advance commercial information to the CBSA within prescribed timeframes. The requirements of the initiative, known as the Advanced Commercial Information program (ACI), are set out in the Canadian “Reporting of Imported Goods Regulations (SOR/86-873)”.
 
 
Previously, marine operators could use their marine agent’s carrier code to transmit the ACI information. From 15 July 2013 existing marine agent carrier codes expired and only the new marine carrier codes should be used to send ACI information to the CBSA.
 
There will be an interim period during which time marine agent codes will continue to be accepted in ACI transmissions. However, from 30 September 2013, only the new carrier codes will be permitted. Members with vessels calling at Canadian ports should ensure that they have obtained their individual marine carrier code by completing a carrier application form.
