We are informed by our correspondent that vessels calling at Odessa, Pivdenniy and Chornomorsk have received fines following ecological inspection. The vessels were detained until the fine was paid.
The inspectors alleged the vessels' waste water had polluted the outer anchorage whilst waiting to berth. No evidence of pollution was disclosed. Fine amounts were calculated on the measurement of each vessel's fresh water tanks and the amount of fresh water consumed during a their stay at the outer anchorage.
These fines by the ecological authorities appear to be a regression from the developments previously reported on 19 August 2019, when it was hoped that the system would improve and become fairer. It now appears to be a return to the more arbitrary practises reported on 24 June 2015.
