The US Coast Guard issued a reminder on 2 April 2020, about the continual obligation for Oil Spill Response Organizations (OSROs) and salvage and marine firefighting (SMFF) providers to provide the necessary resources to respond to an oil or hazerdous spill.
In the Marine Safety Information Bulletin, the USCG stated that all OSROs and SMFF providers are required to notify their clients if they are unable to meet their contractual arrangements to respond with their resources. OSROs are also required to notify the applicable Captain of the Port if the OSRO capacity to respond is reduced by 10% or greater and for a period of 48 hours or longer.
Shipowners and operators share in the responsibility to ensure the availability of response resources and must notify the COTP if they too are aware of any response resource impacts with those they have contracted with for this service.
