Advice received from club correspondents in Ukraine is that the authorities in the port of Yuzhny have effectively barred P&I surveyors attending ships in the port by refusing to grant access permits to any part of the port. The origins of this refusal to grant access permits are not certain but what is certain is that ship owners and charterers face considerable difficulty in protecting their interests if they are unable to have surveyors and other experts attend on board in the port when needed.
The IG have been alerted to this issue and efforts to resolve it by dialogue with the relevant authorities are being undertaken. In the meantime, should a member experience a problem in Yuzhny they should immediately alert the club so that advice and assistance can be provided.
