Members are advised to be aware of the recent notice no. (2017) 253 issued by the Xiamen Municipal Government on temporary control measures for ships calling Xiamen Harbour District Sea Waters (including anchorage & berth) during the major international event, namely the BRICS meeting which will be held in Xiamen from 3 to 5 September 2017. The English version of the notice is yet to be posted on the official webpage of the Xiamen Municipal Government but the club’s correspondent in China (Huatai) has kindly assisted in providing a free translation of the notice which is attached for members' reference. As per the notice, from 0000hrs on 20 August 2017 to 2400hrs on 26 August 2017, it is forbidden for oil tankers, chemical tankers, liquefied gas carriers and ships carrying packed explosive materials, inflammable gas, flammable liquids, oxidising substances, organic peroxides, self-reactive substances, highly toxic products, infectious substances or radioactive substances to enter or exit the waters of Xiamen harbour district. From 0000hrs on 27 August 2017 to 2400hrs on 6 September 2017, it is forbidden for ships to carry out loading or discharging operations of dangerous cargo in Xiamen harbour district, and it is forbidden for ships carrying dangerous cargo except Class 8 (corrosive material) and Class 9 (miscellaneous dangerous substances) to enter or exit the waters of Xiamen harbour district. From 0000hrs on 1 September 2017 to 2400hrs on 6 September 2017, all ships entering the waters of Xiamen harbour district must use fuel oil of not more than 0.5% sulphur content. Members with ships calling Xiamen during this period are recommended to refer to the attached notice and ensure compliance in order to avoid any issues or penalty.
