Web Alert: Ice campaign declared at Odessa port, Ukraine

Members are advised that due to ice conditions at Odessa port, Ukraine the Harbour Master has declared an ice campaign to ensure the safe navigation of ships with effect from January 18, 2017.

Accordingly, ice navigation is governed by Article 9.2.2 of the Compulsory Regulations of the Odessa Commercial Port and Article 5.2 “Ice Pilotage Regulations" of Order No. 14 of the Ministry of Infrastructure.

In accordance with the above regulations:

• If icebreaker support is deemed necessary the Master should provide the Harbour Master with the following:
• vessel’s documents allowing navigation in ice conditions (Ice Class or Ice Strengthening);
• vessel’s seaworthiness;
• propeller construction;
• scantling details;
• kind and quantity of cargo on board;
• actual draft;
• main engine power;
• speed in open waters;
• radar and VHF status; and
• fuel oil, fresh water and provisions on board.
• ​Bunkering of passenger vessels should be carried out exclusively by self-propelled fueler. If, for any reason, it is deemed necessary to involve non-self-propelled, tugs should be present alongside fueler throughout the bunkering period.

Additional requirements:

• Permission for a non-ice classed vessel to enter should be discussed by the agent with the Harbour Master. Vessel's particulars should be provided.
• Harbour Master may request Class Society confirmation that a specific confirmation that the vessel can perform passage in current ice conditions.
• Harbour Master may also request Owner to submit a letter confirming that the master had been acquainted with ice conditions and his agreement to follow the ice-breaker at master’s own risk.
• If permission is granted, the vessel will be able to proceed through the channel in an ice-breaker convoy.
