Further to the club’s previous update on the implementation of ECA measures at key ports within the Yangtze River Delta from 1 April 2016, the local authorities in Shenzhen have made a similar decision and intend to adopt the requirement of using low sulphur fuel (not exceeding 0.5%mm) during ships berthing at Shenzhen port from 1 October 2016. As advised by the local correspondents, this requirement will only be applicable for the port of Shenzhen from 1 October 2016 within the Pearl River Delta ECA. As for other key ports within Pearl River Delta, the intention is to implement ECA measures from 1 January 2017. Reportedly the port of Shenzhen has ten berths equipped with shore power facilities, which can be used during vessels berthing as an alternative of low sulphur fuel requirement. The Shenzhen MSA will issue a formal notice on these requirements with full details in due course.
In order to avoid any issues or penalty, members are recommended to ensure that their vessels due for calling Shenzhen comply with relevant requirements from 1 October 2016. For more details, please refer to the attached Huatai Insurance Agency & Consultant Service Ltd circular no. 1607.
