The US Coast Guard has issued a memorandum giving interim guidance regarding MARPOL Annex VI International Energy Efficiency (IEE) certificates.

The US Coast Guard has issued a memorandum giving interim guidance regarding MARPOL Annex VI International Energy Efficiency (IEE) certificates. The Coast Guard’s memo addresses both US ships and foreign ships calling on US ports who are required to hold these certificates. On 15 July 2011, the IMO formally adopted the amendments to MARPOL Annex VI which introduced a mandatory global greenhouse gas reduction regime for the international industry sector. The new regulations entered into force on 1 January 2013. The amendments include the format for the International Energy Efficiency Certificate which all ships of 400 GT and above, engaged in international voyage, must obtain. The amendments also make mandatory the Energy Efficiency Design Index (EEDI), for new ships, and the Ship Energy Efficiency Management Plan (SEEMP) for all ships 400 GT or greater. The EEDI is a non-prescriptive, performance-based mechanisms that leaves the choice of technologies to use in a specific ship design to the industry. As long as the required energy-efficiency level is attained, ship designers and builders will be free to use the most cost-effective solutions for the ship to comply with the regulations. The EEDI regulations apply to “new” ships, defined as a ship for which the building contract is placed on or after 1 January 2013; or in the absence of a building contract, the keel of which is laid or which is at a similar stage of construction on or after 1 July 2013; or the delivery of which is on or after 1 July 2015. The SEEMP applies to existing ships and provides a management framework that may form part of the ship’s safety management system for improving the energy efficiency of a ship whilst operating at sea and in port.
