Further to club’s previous update on PSC concentrated inspection campaigns, Riyadh MOU (member countries: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia & UAE) has announced it will be launching a CIC on pilot transfer arrangements, to run from 1st September to 30th November 2016.
Further to club’s previous update on PSC concentrated inspection campaigns, Riyadh MOU (member countries: Bahrain, Kuwait, Oman, Qatar, Saudi Arabia & UAE) has announced it will be launching a CIC on pilot transfer arrangements, to run from 1 September to 30 November 2016.
The purpose of this CIC is to ensure that ships comply with the requirements for pilot transfer arrangements detailed in the Annex to IMO Resolution A.1045(27).
The PSC inspectors will apply the attached questionnaire to check the condition of the pilot ladder and ropes and the crews’ familiarity with the pilot transfer arrangements.
Members are recommended to refer to IMO circular MSC.1/Circ.1428 on required boarding arrangement for pilots and ensure that the ship’s pilot transfer arrangements meet the relevant requirements.
Concerning question 6 of the attached checklist, members are reminded that the use of mechanical pilot hoists is prohibited on all ships in accordance with SOLAS Regulation V/23, para 6.
Concerning question 11 of the attached checklist, in accordance with SOLAS Regulation V/23, para 5, members are reminded to ensure that the shipside doors used for pilot transfers must open inwards.
