The intention of this campaign is to establish the level of compliance with the requirements of MARPOL Annex VI and to ensure that the ship’s crew are familiar with the operation and maintenance of equipment.
As highlighted previously, there will be a Concentrated Inspection Campaign (CIC) on MARPOL Annex VI, jointly carried out by the Paris MOU, Tokyo MOU, Indian Ocean MOU and Black Sea MOU port state control (PSC) regimes from 1 September to 30 November 2018.
The intention of this campaign is to establish the level of compliance with the requirements of MARPOL Annex VI and to ensure that the ship’s crew are familiar with the operation and maintenance of equipment. Ahead of impending 2020 global sulphur cap, this CIC is also aimed to send a signal to the shipping industry that the prevention of air pollution is high on the agenda of member states in these MOUs and to underline the responsibility of the PSC regime regarding the harmonised enforcement of compliance with the requirements of MARPOL Annex VI.
During this period of three months, the Port State Control Officers (PSCOs) will use the attached questionnaire to check that equipment on board complies with the relevant statutory certificates, that masters and officers are qualified and familiar with operations and equipment, and that equipment is properly maintained and functioning.
Members are recommended to refer to the attached questionnaire to assist their shipboard team in preparing for the PSC inspections.
