There is an ongoing challenge to the imposition of a passage fee on passing ships off the western Philippines coast.
Further to the club’s previous web alerts in September and October 2015, the club has been monitoring developments off the coast of Zambales Province in the Philippines. The club is aware that there have recently been fewer instances of members reporting apparent fines for passage fees on passing ships. Nevertheless, and as previously advised, there is an ongoing challenge to such activities. The Philippine Inter-Island Shipping Association, Filipino Shipowners Association and the Association of International Shipping Lines have filed a Petition for Declaratory Relief before the Regional Trial Court of Manila to invalidate the Provincial Ordinance No. 2016-68 issued by the Province of Zambales. The club understands that pre-trial of the case is ongoing and we continue to be provided updates via local correspondents.
