Further to the club’s previous web alert of 7 September 2015 and web alert of 15 September 2015, we understand that several members have been impacted by the regulations introduced by the Province of Zambales in respect of the imposition of a passage fee on passing ships off the western Philippines coast.
Further to the club’s previous web alert of 7 September 2015 and web alert of 15 September 2015, we understand that several members have been impacted by the regulations introduced by the Province of Zambales in respect of the imposition of a passage fee on passing ships off the western Philippines coast.
The club understands that the Filipino Shipowners’ Association has begun a court action on behalf of international shipping against the new regulation, however it is not expected to see a result until later this year. In the meantime, the club are advised that the Philippines Department of the Interior and Local Government has written to Congressman Manalo raising concerns as to this regulation. The letter to the Congressman supports the generally held view, including that of the International Chamber of Shipping, that the invoices being raised by the Province of Zambales are contrary to UNCLOS. The letter also makes reference that the charges are contrary to Filipino law.
The club will continue to monitor the position and keep members closely advised.
