From 1 January 2013 shippers must declare if a bulk cargo is or is not Harmful
From 1 January 2013 shippers must declare if a bulk cargo is or is not Harmful to the Marine Environment (HME) in the declaration required by the IMSBC section 4.2 “Provision of Information”. If a cargo is declared as HME then any cargo residues which remain on deck, in the holds or comingled with wash water must be discharged ashore to reception facilities.
A lack of appropriate facilities to receive dry cargo residues and hold washing water is generally acknowledged and this is likely to cause operational difficulties for certain ships. Consequently members are requested to complete the IMO Port Reception Facilities Form to give relevant information on ports where adequate facilities are not available. The form should be submitted to the ship’s Flag State administration with a copy to Intercargo at info@intercargo.com
