Web Alert: Russia implements sanctions against Turkey

On 28 November 2015, Russian President Vladimir Putin signed an Executive Order “On Measures to ensure Russia’s National Security and Protection of Russian citizens against Criminal and Other Illegal acts and on the Application of Special Economic Measures against Turkey”.

The order introduced the following restrictions:
a) A ban on imports into Russia of certain goods originating from Turkey as listed by the Russian Government (except for goods imported for personal use in amounts established by Eurasian Economic Union regulations);

b) A ban on certain types of work and services carried out in  Russia by Turkish organisations. A list of the prohibited types of work and services will be determined by the Russian government;

c) A ban on Russian employers  recruiting Turkish citizens as of 1 January 2016 unless they are already bound by employment and/or legal contracts as of 31 December 2015;

d) A ban on charter flights between Russia and Turkey, as well as implementing enhanced control at ports in the Azov-Black Sea area.

The President has also resolved as of 1 January 2016 to:

·         Suspend visa-free entry of Turkish citizens into Russia; and
·         Prohibit travel agents and operators to sell travel tours to Turkey;

The Executive Order remains in effect until the special economic and other measures established thereunder are cancelled.
